Higher Education Emergency Relief Fund III (HEERF III)

The Higher Education Emergency Relief Fund III (HEERF III) authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, provided $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic. Of the authorized funding, Goodwin University was awarded $4,755,452 for emergency grants to students. A certification form was completed and submitted to access funds.

Eligibility was determined by Goodwin University using the following criteria:

  • Students were enrolled after May 10, 2021, of the summer 2021 semester, or after September 7, 2021, of the fall 2021 semester, or after January 10, 2022, of the spring 2022 semester
  • Students completed a 2021-2022 FAFSA

Goodwin University estimated, in the summer 2021, 2,409 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and, therefore, eligible to receive an emergency grant. Disbursements began on August 8, 2021.

Goodwin University estimated, in the fall 2021, 3,301 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and, therefore, eligible to receive an emergency grant. Disbursements began on October 18, 2021.

Goodwin University estimated, in the spring 2022, 2,577 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and, therefore, eligible to receive an emergency grant. Disbursements began on February 25, 2022.

Students who met these criteria were awarded grants based on their EFC (Estimated Family Contribution) and enrollment status for the Summer 2021 semester, and/or the Fall 2021 semester and/or Spring 2022.

Students who did not complete a FAFSA and were enrolled in the Summer 2021 and/or Fall 2021 semester(s) were provided a flat rate amount of relief funds.

Students who did not complete a FAFSA and were enrolled in the Spring 2022 semester were provided amounts based on their enrollment status.

As of September 30, 2021, we have disbursed $1,525,125 to 2,417 students.

As of December 31, 2021, we have disbursed $3,572,495 to 3,555 students.

As of March 31, 2022, we have disbursed $4,664,305 to 4,166 students.

Higher Education Emergency Relief Fund II (HEERF II)

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) includes a Higher Education Emergency Relief Fund II (HEERF II) that provides funding to institutions of higher education in order to deliver emergency funds directly to students due to the COVID-19 crisis.

On December 27, 2020, the U.S. Department of Education included Goodwin University in a published list of allocations, to access the emergency funds. On May 6, 2021, we signed and returned the certification form to access the emergency funds.

Goodwin University was mandated to grant a total of $1,182,899 for emergency grants to students, based on the allocations list for Section 314(a)(1), (a)(4) of the HEERF II CRRSAA.

Goodwin University estimates that 2,702 students are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and, therefore, eligible to receive an emergency grant.

Eligibility was determined by Goodwin University using the following criteria:

  • Students were enrolled after January 25, 2021, of the spring 2021 semester
  • Students completed a 2020-2021 FAFSA

Students who met these criteria were awarded grants based on their EFC (Estimated Family Contribution) and enrollment status for the spring 2021 semester. On April 6, 2021, we began distributing the grants via check to students.

Those students who did not complete a FAFSA and were still enrolled as students in Spring 2021 semester; were eligible to apply for relief funds in the event they experienced and attested to a hardship due to Covid-19.

As of June 30, 2021, we have disbursed $1,170,875 to 2,732 students.

As of September 30, 2021, we have disbursed $1,174,875 to 2,740 students.

As of December 31, 2021, we have disbursed $1,176,875 to 2,744 students.

As of March 31, 2022, we have disbursed $1,179,875 to 2,747 students.

Higher Education Emergency Relief Fund (HEERF)

The Coronavirus Aid, Relief, and Economic Security (CARES) Act includes a Higher Education Emergency Relief Fund (HEERF) that provides funding to institutions of higher education in order to deliver emergency funds directly to students for expenses related to the disruption of campus operations due to the COVID-19 crisis.

On April 9, 2020, the U.S. Department of Education included Goodwin University in a published list of allocations and provided a certification form that was signed and returned on April 13, 2020, to access the emergency funds.

Goodwin University received a total of $1,182,899 for emergency grants to students, based on the allocations list for Section 18004(a)(1) of the Cares Act.

Goodwin University estimates that 2,519 students are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and, therefore, eligible to receive an emergency grant.

Federal guidelines require that the emergency funds be distributed based on the criteria listed below:

  • Must be enrolled or accepted for enrollment in a degree or certificate program
  • Must be making satisfactory academic progress for enrolled students
  • Cannot owe an overpayment on Title IV grants or loans to the Department of Education
  • Cannot be in default on a Title IV loan
  • Must file "as part of the original financial aid application process" a certification that includes
    • A statement of educational purpose
    • Student's SSN
  • Must be a U.S. citizen or national, permanent resident, or other eligible noncitizen
  • Must not have fraudulently received Title IV loans in excess of annual or aggregate limits; and if so must returned fraudulently obtained Title IV funds if convicted of or pled guilty or no contest to charges
  • Must have repaid Title IV loan amounts in excess of annual or aggregate limits if obtained inadvertently
  • Must have Selective Service registration verified (if student is male)
  • Must have Social Security Number verified
  • Must not have a federal or state conviction for drug possession or sale, with certain time limitations
  • Students enrolled exclusively in an online program on March 13, 2020, are not eligible for emergency financial aid grants.

Students who meet these criteria were permitted to complete the online application by logging into their Sonis account. The forms for the online application were accessible via the menu on the top left-hand side of the screen. However, the application deadline for students who meet these criteria was Oct 2, 2020. We have processed the forms of students who have met the previously stated eligibility requirements and who have submitted the online application prior to the deadline date. As of July 10, 2020, Goodwin University has disbursed $405,030 to 861 students.

As of August 25, 2020, Goodwin University has disbursed $662,285 to 1,453 students.

As of September 30, 2020, Goodwin University has disbursed $869,400 to 1,898 students.

As of December 31, 2020, Goodwin University has disbursed $924,945 to 2,020 students.

As of March 31, 2021, the remaining $257,954 was divided and disbursed between the 2,020 students who met the eligibility requirements from the Spring 2020 semester. In total, $1,182,899 was disbursed to 2,020 students.

Quarterly Budget and Expenditure Reporting for Institutional & SIP Portions

The Coronavirus Aid, Relief, and Economic Security (CARES) Act includes a Higher Education Emergency Relief Fund (HEERF I) also provided emergency funding in direct support to institutions of higher education. Goodwin received $1,182,898 for institutional support and $116,042 for our current Strengthening Institutions Program (SIP).

Goodwin received $4,008,341 for institutional support and $210,975 for our current Strengthening Institutions Program (SIP).

The American Rescue Plan Act (ARPA) includes a Higher Education Emergency Relief Fund III (HEERF III) which also provided emergency funding in direct support to institutions of higher education. Goodwin received $4,325,532 for institutional support and $384,732 for our current Strengthening Institutions Program (SIP).
